ECF4CLIM – European Competence Framework for a Low-Carbon Economy and Sustainability through Education
The ECF4CLIM project (European Competence Framework for a Low-Carbon Economy and Sustainability through Education) was a four-year European research and innovation project implemented under the Horizon 2020programme. Its aim was to develop a new, comprehensive European competence framework to support sustainability, climate action, and the transition towards a low-carbon economy. The project focused on enabling education systems—from schools to universities—to develop the knowledge, skills, and attitudes needed to support society’s transition towards a more sustainable Europe.

- aligns the sustainability efforts of educational institutions,
- makes the progress of learners and institutions measurable,s
- upports the professional development of educators,and
- contributes directly to the EU’s climate policy objectives.
ECF4CLIM addressed this gap by creating a complex, multidimensional competence framework.

- Knowledge and Understanding – climate change, ecological systems, sustainable economy, and environmental impacts.
- Skills and Agency – problem-solving, systems thinking, cooperation, innovation, and responsible decision-making.
- Values and Attitudes – responsibility, environmental awareness, community engagement, and future-oriented thinking.
The framework defines competences not only at learner level but also at institutional level, recognising that sustainability can only be achieved if schools and universities also lead by example through their own operations.
Pilot Programmes and Testing
One of the most important elements of the project was testing the competence framework in real educational environments. The pilot activities were carried out across three levels of education:
- primary and secondary schools,
- higher education institutions,
- vocational education and training institutions.
The aims of the pilots were to:
- test the applicability of the framework,
- develop assessment tools for evaluating sustainability competences,
- involve teachers, students, and institutional leaders in the co-development process,and
- collect feedback to refine the framework.
The pilot results showed that the framework can be effectively adapted to different educational contexts and supports the development of sustainability awareness in a practical and measurable way.

This platform provides schools and universities with a long-term tool for improving their sustainability activities at system level.
